Jimmy Kitchens is a seasoned professional with 27 years of comprehensive experience in Police, Fire, EMS, and 911 Telecommunications, including 14 years in supervisory roles. Recognized for his deep knowledge and expertise in 911/Communication Center Operations, Consolidations, Policy Creation, SOP, and Compliance w/National Standards, Jimmy is an invaluable asset to any organization.

Throughout his career, Jimmy has earned numerous certifications, including being a NENA CMCP Graduate, as well as, a Kentucky Law Enforcement Council (KLEC) Certified Law Enforcement Instructor with endorsements in Telecommunications and Leadership. His meticulous attention to detail and extensive technical knowledge in the planning, deployment, operations, and support of telephony systems, CAD, Pre-Arrival Software, and other systems have driven significant improvements in operational efficiency.

Jimmy's tenure with the Kentucky State Police spanned 22 years, starting at Post 3 as a Telecommunicator, promoted to Shift Supervisor, then Supervisor before culminating in his role as the 911 Business Administrator at the Kentucky State Police Headquarters earlier this year. His leadership was instrumental in enhancing PSAP Efficiency, Compliance, Best Practices, Operations, Employee Engagement, Communications Training Compliance, Quality Assurance, Technical Implementation, Scheduling, Hiring & Retaining 911 Personnel, PSAP Liability Analysis and Documentation.

Even after retirement, Jimmy continues to be a vital contributor to the emergency services community. He remains actively involved with the Kentucky Chapters of NENA and APCO and will assume the role of President for the Kentucky Chapter of APCO this September at the annual Kentucky Emergency Services Conference.

In addition to his telecommunications expertise, Jimmy is a Kentucky Certified Emergency Medical Responder and has previously served as the Deputy Chief of a Fire Department. He continues to serve his hometown as a Medical Responder and Firefighter. Notably, Jimmy is also a Kentucky Colonel, an honor awarded by Governor Andy Beshear, and he received the prestigious Kentucky NENA Chapter Presidents Award in 2022.
